3 persons were killed and dozens wounded in strong explosion in Kanpur near a two storey government community health centre 30 Km away from the main city on Thursday.
It has been reported that the explosion was made near a government health centre in Kalyanpuri area of the district on Thursday evening. After the explosion 3 people were reportedly killed and 12 wounded, including eight children and four women, who were buried under rubbles of the collapsed building. Two men and a woman are among the dead.
Speaking to media persons District Magistrate Mukesh Meshram said that the blast occurred in the staff quarter which collapsed due to impact. He confirmed that a country-made bomb was placed in a room of ward boy Rajesh. He further added that the building was residential quarter for worker of health care centre and Rajesh’s brother, sister and uncle were in the room when explosion occurred.
On the other hand, Mr Brijlal, Uttar Pradesh ADGP, said that blast was triggered because of fire crackers, which was manufactured nearby the community health centre building.
However, the police confirmed that the blast was not a terrorist attack.
Reportedly, rescue squad team and ATC reached the site soon after the blast. Bodies of the dead people were recovered and wounded persons were rushed to hospitals.
District Magistrate and the Deputy Inspector General of Police visited the blast site
More people are feared to be trapped under the rubbles. The rescue work is still going on and absolute reason is not known till now.

On Friday (October 22), 7 jawans were killed in a bloody landmine blast triggered by naxal militant. The landmine blast was triggered near Sheohar, Bihar when a police patrolling jeep was passing by. The landmine blast blew up the jeep killing 1 inspector and 6 jawans in the attack. The landmine blast was made 35km away from the sheohar town.
Director General of Police Neelmani Singh reported to PTI that the ultras detonated a landmine blast targeting a police patrol passing over a small culvert at Jhitkahi in which five policemen, including the SHO of Shyampur Bhatha police station Pravin Kumar Singh, were killed.
Mr. Neelami further apprised the media that four Special Auxiliary Police (SAP) personnel and the driver of jeep were among those who got killed in the blast. He also said that the Special Task Force (STF) of Bihar and CRPF jawans had been deployed and combat against naxal had been intensified.
“The landmine blast was made when the patrolling police team was returning after a visit to a nearby CRPF camp.” said the Additional Director General of Police P. K. Thakur in his statement. Mr. Thakur further reported that the Maoists did not loot the weapons of the dead policemen.
As per report of the sources, the landmine blast is being taken as a sign from moist to boycott the election in Bihar, after the first phase of election had peacefully passed off on Thursday.

The first phase of Bihar Assembly elections kicked off to a moderate start on Thursday for 47 out of 243 seats in the Kosi-Seemachal and Mithilanchal belts. The voting began today at 0700 hrs morning amidst unprecedented security measures.
As per report of the sources, nearly 10 percent of the voters exercised their vote till 0900 hrs on Thursday out of an estimated 1.07 crore voters, including 50.2 lakh women and 3829 service voters, who are eligible to cast their vote in their franchise at 10,454 polling centres in the state.
In order to prevent any kind of untoward incident, security has been beefed up in naxalite prone region. The borders with Madhubani, Supaul, Kishanganj and Araria districts have been sealed and checking is introduced to prevent entry of trouble-makers.
The eight districts going to the polls are Kishanganj, Araria, Purnia, Madhepura, Saharsa, Katihar, Supaul and Mithilanchal.
Prominent among the 631 contestants are senior Janata Dal (United) ministers Vijendra Prasad Yadav, Narendra Narain Yadav, Renu Kumari, Hari Prasad Sah, Congress nominee Ranjeet Ranjan (wife of former MP Rajesh Ranjan alias Pappu Yadav), state Congress chief Choudhary Mehboob Ali Kaiser and Lovely Anand (wife of former MP Anand Mohan).
Sources have also reported that in order to ensure unbiased polling, government has appointed ‘Observers’ and ‘Micro observers’ at the polling booths. Moreover, Election Commission has also introduced live webcast at 20 percent of the booths and the entire process will be videographed.
Special ramps and braille-EVMs have been arranged for the physically and visually challenged voters.
Interestingly, voters were seen brimming with enthusiasm for exercising their vote in most of the booths of Madhubani, Madhepura, Supaul, Kishanganj, Katihar, Purnia, Araria and Saharsa districts where many elderly women queued up in large numbers even before voting began at 7 am.
The second phase of election will take place on October 24.
After a series of curfew, the Kashmir valley once again is hit by curfew after the pro-independence leader Masarat Alam Bhat, who is the general secretary of the hard line All Parties Hurriyat Conference led by Syed Ali Shah Geelani, was arrested on Monday evening.
As per report of a police officer in Srinagar, Curfew has been imposed in Srinagar city, Ganderbal, Baramulla, Sopore, Handwara, Kupwara, Pattan, Palhalan, Delina and some other towns as a precautionary step to curb any separatists demonstrations and protest to show resent against the arrest of separatist leader.
Well, close sources have reported that Police is satisfied after the arrest of Alam and called it a ‘major success’ as he was evading his arrest since June, the month from which the ‘Cycle of Violence’ hit Kashmir. Immediately after the arrest, Bhat was taken to an undisclosed location in Srinagar for interrogation.
Another police official confirmed it by saying: “We have arrested him on Monday evening from the house of his maternal uncle in Wagund area in Srinagar district.
The hard-line separatist leader, Syed Ali Shah Geelani, reacting to Bhat’s arrest said, “Arrests and detentions are part and parcel of the freedom movement. The arrest is painful but the struggle will continue.”

Spokesperson of the National Security Council, White House, Mike Hammer said that had they knew about the timing and other specification about the Mumbai attacks, they would have immediately shared those details with the government of India.
Hammer said the US “regularly provided threat information” to Indian officials in 2008 before the attacks in Mumbai.
He further said that it was US government solemn responsibility to make the other nations aware of the possible terrorist attack on their soil.
However, another US official denied the fact that any information on ‘threat’ was not shared to India before the attack on Mumbai.
Meanwhile a separate Indian source, who was involved in the investigations of the Mumbai terrorist attacks, said on the condition of anonymity that India did receive threat information from US which was general but not specific in nature.

Well, this is good news for all those mobile consumers who keep moving from one place to another and lose lot of their mobile balance because of roaming tariffs as the Department of Telecom (DoT) panel has come up with the strategy for all the communications industry to consider the whole country as one region and free customers from paying roaming charges when they are travelling within the country.
Presently, the country is divided into 22 circles and the consumers pay roaming charges when they are outside their home circle.
Telecom Regulatory Authority of India (TRAI) has been asked to work out the modalities for this. However, no time frame has been specified for the merger of all the circles into single entity from the licensing perspective.
However, this move of the panel is likely to get criticism from the telecom companies as this fee constitutes up to 10% of the industry’s revenues. All telcos combined garner about Rs 12,000 crore annually from roaming charges.
The panel has also sought that cellular operators be allowed to offer services on mobile phones which would speed up the government’s efforts to ensure that the weaker sections of the society have access to the facilities at affordable costs.
The panel has also called for the national policy which will be framed by TRAI that will to cell sites or telecom towers in all cities and will address issues such as the minimum distance these units must maintain from schools, hospitals and tourist attractions.
With this step, India’s first attempt to regulate the telecoms towers space in the country will be marked.
