RBI bank declared in its latest circular, instructing all the banks not to honour cheques with overwriting which will come into effect from December 1 instead of the earlier confirmed date July 1.
The reason behind for adoption of such rule is for the purpose to avoid fraudulent withdrawal of money and immediate clearance of cheques.
Telecom Company, Bharti Airtel customers received on June 28 a SMS saying “as per RBI, cheques with changes in amount or payee name (despite signature next to them) will not be cleared with effect from July 1”.
However, Airtel will once again forward the message to its subscribers informing them about the change in the deadline to December 1.
RBI has also informed the banks to let know their customers about the new rules which will come into effect from December 1 for preventing any type of fraud occurrence and trying to expedite clearance of cheques, where CTS (Cheque Truncation System) will be used to catch hold of any illegal happenings in future. Under CTS, image of cheque is sent to clearing house for transfer of funds.
An RBI representative said in a statement that “The notification regarding cheque truncation system which prohibits alteration will come into effect from December 1, 2010. There is no mention of July 1.”
RBI also said that in case of changes to be made in the written cheque by payee, the customer will have to give a new cheque mentioning the correct details.
The new rules will not be applicable to those clearing houses that use Magnetic Ink Character Recognition (MICR) or non-MICR system and also for cheques issued for counter collection of funds or for direct collection of cheques outside the Clearance House Arrangement.

Very surprisingly, A Prashanth Kumar is a well educated person. He had pursued his Master of Science (MS) from London International College. He was an internet savvy and used to sit for hours in a cyber café as it was his favourite pastime. However at night the same cyber café was his target from where he used to steal the computers and then dispose them.
Prashanth was a resident of Anurag Apartments in Erramanzil Colony. He returned to India after completing his MS in the year 2006. This was the time when many educated youths became the victim of recession and same with Prashanth. He did not get any job inspite of having high qualification.
His financial condition started deteriorating with time. He managed to get the bunch of keys of the cyber café and soon made duplicate of them. At night he used to visit the café and cautiously steal the computers, printers and CPU’s. His father’s car was used to transport these goods. These were then sold to other customers and shops at lower prices. The same was being practiced by Prashanth since November 2009.
Prashanth has committed his offence and based on his statement, the police have already recovered 44computers and 3 printers.
